New CLC"s

I would like to introduce our 2 newest CLC'S : Laracroft is the 5th Corps CLC, and Sloan is the 8th Corps CLC.

@ShmeeCow et al, Social Operation Corps as well as NEWS has been deactivated.  SOCOP [the Division] has been realigned under OPS as well as TSO [streaming].  The NEWS crew has been moved into EDU to train PIA's on the development of their own Divisional newsletter and a page in the wiki's is being set up to house links to all Divisional newsletters.
