Seems Notser is leaving out the motivational speech for WG.

From WG perspective they would require a healthy player base for the CV-players in order to generate any succes or future for the CV class.

By this logic CV should be over powered or at least not hindered in game play. Thus the best option is to lower the AA-ratings so the CV-player has the ability to figure things out what works and what does not. Also to keep CV in check during this time, they probably lowered the damage output of the CV.

My prediction is that AA will get buffed. However I also predict that Alpha damage with planes will rise significantly, especially on the higher Tiers.

Also you might want to check out IChase vid on CV. "He" found a loop-hole for CV's so they can continuously do damage by making use of speedy planes and rapidly cycling the different type of attack craft. This favors the IJN line massively.

However they over did it with the stabilization.
