I would imagine that peoples specs vary quite a bit. But as for myself, i am running the following:
Intel Core i7 (I can for the life of me not remember the model)

2x 500GB Samsung Evo Drive SSD in RAID 0 and 4x 120GB Kingston SSD in RAID 0

I really want to build something new as my current build is water cooled and pretty massive xD. I really want to build something that is physically smaller, but i am waiting for all this RTX stuff to settle down before i buy something new.

Just recently upgraded from a 6700k

I'd say it has given me from 24fps to about 36-40 in very intensive fights I asked couple members what their fps was around 14 and I was at 30 so it was a mild improvement.
Crap engine overall.
I play in 1440p settings around high-ultra view distance i keep to a nice minimum

It is rather limited what it gives me having two monitors playing Arma. During the mission planning i can have the briefing open on the second screen while being ingame which is nice. I also have TeamSpeak on the second screen so that i sometimes can look up info in the channels like who's Squad Color belongs to a specific squad.
There are some mods i believe that let you run the map on your second monitor while playing the game, i tried that out a while back. But i do think it requires you to set some stuff up server side. I think it was called Athena or something like that.
I will say this though, having a second monitor is generally very nice in most other games. Take a game like Overwatch, you have some spare time while waiting in queue or waiting for the match to start. Its always nice to be able to browse the internet while doing that.

I'm not playing Arma 3 atm but I have in the past. Heard we're flexing rigs regardless.

Consider waiting a bit if you can. The whole RTX thing has the prices all wonky and you are currently paying a premium if you want an RTX card. (which is not worth imo) There is of course the option of a Geforce 1660 TI which is basically an RTX card without RTX on it making it a lot cheaper. (Mainly created to counter an AMD card in price)
I personally always go for the highest card in the series as i find them to last me the longest, but they are of course also the most expensive. So its a bit of personal preference and probably not the best bang for the buck.
The 1660 Ti has similar performance to a 1070 Ti but for nearly ½ the price. (at least in my country) Its not an exact science but if you are looking to upgrade then check some prices and read some reviews to see what you are getting.

sadly i still run arma on a hard drive but SSD soon hopefully or at the end of the year.
RTX card for me was sadly a needed upgrade as my 780 fan bearing was having issues and couldnt handle hearing it rattle after gaming sessions.
as much as i needed to upgrade fast, this gigabyte RTX2060 has been a pain in the ass for me. aorus engine issues along with fan curve issues. and the passive / active fan systems being borked and causing sound issues relating to the fan spinning up every minute or so but it constantly making a vibration sound. not to mention the coil whine... MAANNN!! the coil whine is soo fucking bad and annoying its unreal.
as much as i like its performance. it has issues.

in terms of 1060/70/80 vs RTX, it's well worth buying into the RTX, as they are pretty much the same price and the 10 Series aren't supported anymore, plus r a y - t r a c i n g
tbf, I used to play arma 2 on my old dell laptop, but arma 3 is a bit of a hog, i think apart from the GPU you would be ok!

from what i can see your motherboard should be able to handle 2060+, can also be worth getting a HDD/Hybria to store games on.
